“Public Hearing of proposed ordinance “An Ordinance Updating the Tangalan Children’s Code 2024”.

The Committee on Child Welfare and Family conducted a public hearing pertaining to the aforementioned ordinance, which was attended by the following:

1. Hon. Gene T. Fuentes, Municipal Vice Mayor

2. Sangguniang Bayan Members

3. Punong Barangays of Tangalan

4. Sangguniang Kabataan Chairpersons

5. Civil Society Organization representative

6. Department Heads

7. School Heads

9. Representative from the National Government Agency (BFP, PNP)

The Honorable Niña Jan Lere T. Miguel presented and explained the full text of the proposed ordinance to the public and highlighted the additional articles and sections that were integrated from the relevant national laws concerning children and youth.

The Honorable Gene T. Fuentes explained that the current Tangalan Children’s Code was enacted by the Sangguniang Bayan of Tangalan on March 5, 2019. Thus, it is imperative to update the code in order for it to be attuned to the ever-dynamic needs, general rights, and welfare of the youth.

Dr. Ju-im Jimlan also mentioned that the presented ordinance is timely and relevant at this time, following the issues and problems that they encounter as teachers. He also stated that the ordinance is comprehensive and inclusive, and it will surely guide them as they deal with the children in school.

Following the presentation, the following comments, suggestions and recommendation were made to the draft ordinance:

1. On Section 7. Definition of Terms;

  – Number 33, New Born Screening. The word illnesses was changed into metabollic disorders.

2. On Section 75. Prohibited Acts;

– letter (p). The word Vaping was added.

3. On Section 77. Child Labor And Working Children;

– (15 years of age but below eighteen (18) was added after the words ‘working children’ to specify its age range,

4. On Section 110. Establishment;

– The Federated Parent-Teachers Association President was specified as one of the members of MCPC.

RECOMMENDATION:

The committee, therefore, recommends and moves that, “An Ordinance Updating the Tangalan Children’s Code 2024”, be endorsed for second reading in the next regular session to present the full text of the ordinance to the august body for discussion, suggestions and interpellation for the finalization of the ordinance.
